Owner's Representation

Your dedicated advocate throughout the entire project lifecycle. We protect your investment, manage your risk, and ensure your vision is delivered β€” on time, on budget, and without compromise.

What Is an Owner's Representative?

An Owner's Representative (OR) is a professional construction expert who acts exclusively on behalf of the property owner throughout the planning, design, and construction process. Unlike the architect, contractor, or developer β€” who each have their own business interests β€” an Owner's Rep works solely for you.

In the complex world of commercial construction, owners face an uneven playing field. General contractors and architects deal with hundreds of projects each year and know every clause in every contract. Many owners β€” even sophisticated ones β€” don't have that same depth of experience. BXR Construction Management levels that playing field.

We bring decades of construction expertise to your project, serving as your expert advisor, your day-to-day manager, and your permanent advocate from the earliest planning conversations through final building occupancy.

Who Needs an Owner's Representative?

Our clients typically share a common challenge: they need a significant construction project completed successfully, but they don't have in-house construction management expertise. This includes:

  • β†’Commercial Property Owners managing tenant improvements, renovations, or ground-up development
  • β†’Faith-Based Organizations building or expanding worship and community facilities
  • β†’Charter Schools navigating complex, phased school construction with occupied buildings
  • β†’Non-Profit Organizations with limited staff capacity and donor accountability requirements
  • β†’Real Estate Developers seeking additional capacity on complex, multi-phase projects
  • β†’Medical Office Developers building or fitting out specialized healthcare facilities
  • β†’Government & Public Agencies requiring independent oversight and accountability

Our Owner's Representation Process

1

Project Initiation & Onboarding

We begin by deeply understanding your project vision, organizational goals, budget constraints, and timeline requirements. We establish project governance, communication protocols, and performance benchmarks that will guide the entire project.

2

Design Team Selection & Management

We prepare RFPs, evaluate architecture and engineering firms, and recommend the best team for your specific project. Throughout design, we review every drawing and specification for constructability, code compliance, and alignment with your budget and program.

3

Permitting & Regulatory Coordination

We coordinate with DC DCRA, Maryland SDAT, Virginia state and local jurisdictions, fire marshals, and utility companies to ensure your permits are obtained efficiently without costly delays.

4

Contractor Procurement

We develop bid packages, run competitive procurements, analyze bids comprehensively, interview finalist contractors, negotiate contract terms, and make informed award recommendations β€” ensuring you select the right contractor at the right price.

5

Construction Phase Oversight

Daily site visits, weekly progress meetings, payment application reviews, change order analysis, RFI management, schedule tracking, and quality control inspections. We are your eyes on the project every day.

6

Closeout & Warranty Management

Comprehensive punch list management, commissioning oversight, as-built documentation, training coordination, and warranty period management to ensure your building is fully operational and all deficiencies are corrected.

Frequently Asked Questions

The General Contractor is responsible for physically constructing your project and managing subcontractors. The Owner's Representative works for you β€” not the contractor β€” and manages the GC on your behalf. We review and challenge the GC's pay applications, change orders, and schedule claims. The GC has a financial interest in the project outcome; we have a fiduciary duty to you as the owner.
The earlier, the better. Engaging BXR at the very beginning of your project β€” before you've selected an architect or begun any design β€” gives us the opportunity to help you define your project correctly, select the right team, and establish the right budget. Owners who engage us early consistently achieve better outcomes than those who bring us in after problems have already developed.
Our fees are typically structured as a percentage of the total project cost or as a fixed monthly retainer, depending on project scope. While there is a cost for our services, studies consistently show that effective Owner's Representation saves owners significantly more than it costs β€” typically 3–10% of total project value through better contractor negotiations, prevented change orders, and avoided delays.
